RCG NSW - RESPONSIBLE CONDUCT OF GAMBLING

Centre for Training is approved by Liquor & Gaming NSW to provide the mandatory NSW approved RSA and RCG training, these courses are required for anyone who works with liquor or gaming in NSW. The cost of your Liquor & Gaming NSW interim certificate and NSW Photo competency card is included in your enrolment fee.

Course outcome:

  • Participants who successfully complete this course will receive an interim RCG certificate that allows them to work immediately in licensed Gaming venues across NSW (except for the Kings Cross sector in Sydney. You will need to wait until you have your NSW Liquor & Gaming competency photo-card).
  • You will need to present the interim certificate and 100 points of identification at a NSW Service Centre or RMS Office where you will be able to order your photo competency card.
    You can look up your closest location with the Service NSW centre locator.
    The fee for the photo-card is included in your training fee, therefore you will have nothing further to pay to apply for your NSW photo competency card.
  • Your card is valid for five years and serves as proof that you have completed the necessary course to work in a licensed venue.

Entry requirements:

  • There are no specified entry requirements for this training program, however you must be 18 years of age to work in a licensed gaming venue.

Course content:

  • Legislation affecting the gaming industry
  • Responsible conduct of gaming  guidelines
  • Your responsibility when working in a gaming venue

Assessment requirements:

  • To pass the Responsible conduct of gaming training you will need to complete a written and practical assessment.  However no pre-course study or reading is required, as your trainer will teach you everything you need to know on the day. What to bring:

  • One form of photo identification. Ideally an Australian driver’s licence or your passport.
  • Blue or black pen and note paper
  • Please arrive 10-minutes before the scheduled start time.
  • Ensure you read our Student handbook before booking as it contains our booking conditions.

You can download a copy of the RCG Student manuel here, if you wish to have a copy to keep. This will be updated when Liquor and Gaming issue a new version of the RCG Student manual .

The Responsible Conduct of Gambling course focuses on harm minimisation requirements, detection of problem gambling, the proper communication with and management of patrons using gaming machines, and ensuring that minors (people under 18 years of age) are not permitted to use the gaming machines.

Gaming machines are only allowed in two types of licensed venues: registered clubs and full hotels.

We advise anyone looking for work in a venue that has gaming machines to do both the RSA & RCG training -most Club & Hotel employers would choose someone who has both RSA & RCG over someone who only has the RSA.

If you are working (or planning to work) in a venue that is licensed to keep and operate gaming machines then you will need RCG certification to do any of the following roles:

  • Licensee (of a full hotel)
  • Secretary (of a registered club)
  • Staff whose duty includes any activity involving gaming machines on the premises. This may include but is not limited to staff who patrol or serve in the gaming machine area, or staff who are involved in paying out winnings to patrons.

Interim certificates are issued after the course has been successfully completed and we have received the results from your trainer. The RCG interim certificate will allow you to apply for jobs in venues that have gaming facilities such as Pubs and Clubs and  allow you to work for a short period of time only.

If you have done your RSA recently, it is a good idea to go as soon as possible, with both your RSA & RCG interim certificates to a participating Service NSW Service Centre to apply for a photo competency card which will then be issued with both your RSA & RCG competencies included.

Important: You will still be able to apply for the photo competency card using the interim certificate even if it has passed its validity date, but you will not be able to work in any role requiring it until the competency card is obtained.

Old style paper certificates

Old style paper certificates are any RSA or RCG certificate issued before 22 August 2011.

Privacy training was introduced after this date, so old style paper certificates do not apply to privacy competency.

An old style paper certificate will only show one type of training.

These certificates have an issue date, but do not have an expiry date printed on them. Depending on when it was issued an old style paper certificate may look like either of the following.

or Rainbow bordered certificate issued by the Liquor Administration Board

Old style paper certificates are being phased out in stages until mid 2016.
Staff must not work with an expired certificate.

These old style certificates cannot be used at all for RSA if the venue is located in the Kings Cross precinct or the Sydney CBD Entertainment precinct. See the Kings Cross special conditions page and the Sydney CBD precinct page for more details.

If you have an old style paper certificate, please check the expiry table carefully to make sure that it is still valid for use. If it is not valid, you cannot work any role which requires that certification, until you obtain an interim certificate or photo competency card.

If you are working with an old style paper certificate, you will need to provide all of your old style paper certificates to your employer, and allow them to make a copy to keep in a register. This is required by law.

Expiry of Photo competency cards

Photo competency cards expire 5 years after the completion of the first course which was completed. If other courses are completed at a later date, the competency class can be added to the card and the card can be reissued, but the expiry date will remain the same.

Example: You complete an RSA course on 1 August 2013, and obtain a photo competency card. The expiry date will be 1 August 2018. Later you want to work in a Hotel and your duties will involve gaming machines (pokies), so you complete an RCG course on 30 June 2014. You will need to complete an Additional Competency Endorsement Form (form CC0570) to get a new photo competency card mailed to you. The new card will show that you have both RSA and RCG competency, however the expiry date will still be 1 August 2018 (5 years after the date you completed the RSA course

An interim certificate will only show one type of training.

When you receive your interim certificate, you should check the information which has been highlighted in yellow in the pictures. This includes:

  • The full name shown on the certificate (B) MUST match your ID. Check the spelling carefully
  • The type of training (C)
  • The date of issue (E)
  • The validity date (F) - if you work in a job requiring certification after this date, without having a photo competency card, you can face a penalty.

If you are working with an interim certificate, you must be able to provide it for inspection upon request by a police officer or OLGR inspector.

Photo competency cards

Photo competency cards are plastic cards similar to a NSW driver licence.

They look like this (click on the images to show a larger version in another window):

Front: Front of a competency card shows photo, name, expiry date, competencies obtained, and card number. There is a repeating hologram  of the NSW Government logo Back: The back of the competency card shows the explanation of the types of competencies obtained, and provides other information

The front of the card will display your photo, name, the expiry date, and the card number.

It will also indicate which competency certification(s) you have obtained. On the front, this will be listed with one or more letters after the word "Class".

The explanation for these letters is shown on the back of the card.

  • A = Responsible Service of Alcohol
  • G = Responsible Conduct of Gambling
  • P = Privacy training

RCG competency can be added to an RSA photo competency card or be a stand-alone card if you will not perform duties requiring an RSA.

Privacy training can only be completed if you already have a photo competency card with RSA competency. (You may also have RCG competency, but RSA is a minimum requirement)

If you are working with a photo competency card, you must be able to provide it for inspection upon request by a police officer or OLGR inspector - however you don't have to personally carry the card - it is ok to have the card on site (preferably in a secure place) so it can obtained immediately if requested by OLGR or NSW Police. Penalties apply for failing to produce the card

The following are not acceptable at any time: Singlets, men's headwear, torn or dirty clothing, obscene or offensive language on clothing, sportswear, including training apparel, swimwear, bike shorts, leotards,scuffs, rubber thongs, masseur sandals or bare feet. Whilst common sense shall prevail in most circumstances, the decision of venue management shall be final in all matters relating to dress and behaviour
